AUTHORIZATION PURSUANT TO PARAGRAPHS 702.22(1)(a), 702.22(2)(a) and 702.22(3)(a) OF THE CANADIAN AVIATION REGULATIONS

Pursuant to paragraphs 702.22(1)(a), and 702.23(3)(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Vancouver Island Helicopters Ltd., RR1, S7, C9, Fort St. John, BC, V1J 4M6 pursuant to paragraphs 702.22(1)(a) and 702.22(3)(a) of the Canadian Aviation Regulations to conduct a take-off, approach or landing in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome, and to operate a helicopter that is carrying a helicopter Class B, C or D external load over a built-up area or in an aerial work zone.

Paragraph 702.22(1)(a) states that for the purpose of subsection 602.13(1), a person may conduct a take-off, approach or landing in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

Paragraph 723.22(3)(a) states that for the purpose of subsection 602.16(2), a person may operate a helicopter that is carrying a helicopter Class B, C or D external load over a built-up area or in an aerial work zone, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.

PURPOSE

The purpose of this authorization is to allow Vancouver Island Helicopters Ltd., RR1, S7, C9, Fort St. John, BC, V1J 4M6 to:

  1. conduct landings and take-offs; and
  2. conduct Class B external load operations at altitudes of less than 1000 feet above and less than 500 feet horizontal distance from the highest obstacle,

in order to install air conditioning units on the roof of the Walmart building, at 9007-96A Street, in the City of Fort St. John, BC.

APPLICATION

This authorization applies to Vancouver Island Helicopters Ltd., RR1, S7, C9 Fort St. John, BC, V1J 4M6 when installing air conditioning units on the roof of the Walmart building, at 9007-96A Street, in the City of Fort St. John, BC.

CONDITIONS

This authorization is subject to the following conditions:

  1. The operation will take place on Sunday, September 22, 2002 between the hours of 0900 and 1500 local time; alternatively on Monday, September 23, 2002 and/or Tuesday, September 24, 2002 depending on suitable weather conditions.
  2. Operations will be conducted within the specified hours, under VFR conditions, using a BH05 type helicopter.
  3. The site of the operation shall be the Aerial Work zone as depicted on the map submitted and held on file with Commercial and Business Aviation, Pacific Region; being the Walmart building, at 9007 – 96A Street, in the City of Fort St. John, BC.
  4. The local police authorities and municipalities concerned shall be informed of and acknowledge the operation.
  5. The aircraft shall at all times be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground.
  6. The landing and take-off profiles shall be arranged such so as not to over fly any built-up areas or assemblies of persons.
  7. The aircraft shall be flown in compliance within the "Height-Velocity Diagram contained with the approved Aircraft Flight Manual.
  8. The Walmart building at 9007 – 96A Street, in the City of Fort St. John, BC. shall be vacant of all persons.
  9. The landing zone is clearly marked, secured and access denied to all pedestrians and vehicular traffic.
  10. The transit route to and from the Aerial Work zone shall be flown in accordance with Canadian Aviation Regulation 602.14, Minimum Altitude and Distances.
  11. All personnel involved are briefed on the operation, safety precautions and emergency procedures before flight operations commence.
  12. Prior to external load operations the Pilot or a designated person, trained in accordance with 722.76(6)(b)(ii), shall physically inspect all cables, slings, chains and other rigging equipment as applicable. They shall ensure that the rigging equipment's condition and safe working load limits are within the approved design tolerances as suggested by the manufacturer.
  13. Persons carried on board the helicopter shall be limited to essential crew only.
  14. The general public is denied access to the Aerial Work zone when flight operations are in progress.
  15. Radio communications shall be established between the helicopter and Ground Safety Coordinator.
  16. A copy of this authority shall be carried on board the aircraft while operating in Canada.

VALIDITY

The authorization is in effect until the earliest of the following:

  1. 1500 hours local time, British Columbia, on September 24, 2002;
  2. the date on which any of the conditions set out in this authorization is breached; or
  3. the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
